How do Moscow traffic jams affect the pace of construction

In Moscow, intense work continues to solve one of the most acute problems of the capital – unloading of transport highways, the fight against the notorious traffic jams, as well as the general optimization of the automobile traffic. Including new ones are built and the current roads, overpasses, and interchanges are being reconstructed. Particular attention is paid to one of the most loaded, and therefore the problematic transport artery of the city – Leningradsky Prospekt and Leningradskoye Shosse. Here, the city authorities organized a whole range of large -scale measures to ensure free traffic in the so -called chalk regime.

Certain results have already been achieved in the implementation of this program. For example, last year, the launch of movement on the reconstructed Leningrad tunnel in both directions was carried out. On New Year’s Eve, at the intersection of transport highways to the Hydroproject Institute, the overpass will be commissioned, leading from Leningradsky Prospekt to Volokolamskoye Shosse. It will relieve the voltage of the automobile traffic on a significant segment of the transport arteries of the city. The Bolshaya Leningrad project also provides for the reconstruction of Tverskaya Street, Pushkin and Triumphal Square. After all the completion of all work, the track will completely become a discordophore. According to experts, the throughput of the highway will increase by one and a half to two times. Large -scale and extremely complex work on the implementation of the Bolshaya Leningradka project oversees and adjusts, holds the Moscow government and the capital’s mayor itself on constant control. Last Saturday, Moscow mayor Yuri Luzhkov instructed the reconstruction of the transport interchange near the Sokol station – where the Leningradsky Prospekt branches into the Volokolamsk and Leningrad highway. Yuri Luzhkov paid special attention to the construction of the tunnel across the Leningradka, which is built directly under the current line of the metro, at the intersection of Baltic and Alabyan streets and therefore called the Alabi -Baltic tunnel. Recall that these works are one of the most significant parts of a large set of measures to launch in a restore mode of movement on Leningradsky Prospekt and Leningradskoye Shosse. Now more than 3,000 workers and various specialists are working here, 40 drilling rigs, 22 excavators, 42 units of low mechanization and more than 150 units of equipment of another purpose are involved. Work is actually carried out around the clock.

Yuri Luzhkov personally went down to the starting foundation pit of the future tunnel from Alabyan Street. This pit has a depth of 15 meters and is already located under the current Leningrad tunnel. Yuri Luzhkov, who accompanied his officials and experts observed the performance of work related to the strengthening of the soil, penetration of the lower adit. The metropolitan mayor listened to the report of the relevant specialists about the entire progress of the construction of the Alabi-Baltic tunnel. With special attention, Yuri Luzhkov also listened to the results of electronic monitoring according to the designs and condition of the Leningrad tunnel and metro tunnels. Having risen from the pit to the construction site, the metropolitan mayor visited the center for driving control, or, as it is also called, the Alabi-Baltic tunnel. Yes, and what about without Tsup, when the general contractor at the facility is NPO “Cosmos” LLC ”. Tsup provides round -the -clock electronic monitoring of the work course and the state of underground structures.

After that, Yuri Luzhkov held a meeting on the optimization of the reconstruction of the transport interchange at the intersection of Leningradsky Prospekt and Volokolamsk highway, made several serious adjustments to the planned and current work. After that, the capital’s mayor answered questions from journalists, including the observer of our newspaper.

– Yuri Mikhailovich, how is the reconstruction of the transport interchange, the construction of the Alabi-Baltic tunnel? How do you assess the quality and pace of work on the work? When to wait for their end? What advantages will they give to the city?

– Today I, together with my deputies and a number of specialists in this section of work, spent a lot of time, thoroughly studied the situation here, heard the relevant chiefs. I was convinced once again: the reconstruction of the transport interchange at the intersection of Leningradsky Prospekt and Volokolamsk highway near the Sokol metro station is on plan, work is performed with high quality and in the established time limits. Of course, there are shortcomings, problems arise, but they are solved and do not become relapses. There is already a significant result – soon, on the eve of the New Year, at the intersection of transport highways to the Hydroproject Institute, we will open an overpass leading from Leningradsky Prospekt to Volokolamskoye Shosse.

But the work is still very large and in the coming year. A particularly complex process is carried out in the construction of the Alabi-Baltic tunnel. I involuntarily give birth to one figurative comparison. More recently, we congratulated Alexander Nikolayevich Konovalov – a unique neurosurgeon with a worldwide name. This wizard from medicine makes complex operations on the brain and back of the brain. We also have difficult work of akin to neurosurgical operations here. Only we carry out a neurosurgical operation in construction – under the current tunnel on Leningradsky Prospekt and immediately under the two metro lines of building another tunnel, which will connect Alabyan and Baltic Street with an academic street. The whole complex will allow the Leningradsky Prospekt and the Leningradskoye highway to ensure the limitless movement. Thus, we will largely solve the problem of notorious traffic jams, we generally contribute to the optimization of automobile traffic in the city.

In the process of these works we use a number of technical innovations. For example, the center for driving control is effectively operating. This is a unique system of electronic monitoring of the state of soils, the quality of all types of work on laying the tunnel, which should be controlled by virtually around the clock. I studied the results of this monitoring. They indicate that the work on laying the Alabi-Baltic tunnel, as well as the condition of the already current Lengradsky and tunnels of the dangers of the metro do not pose. True, as I was reported, there were cases when the TsUP highlighted an alarming state. Then emergency measures were immediately taken – the soil was strengthened, structures were cemented, other necessary work was performed.

It is no coincidence that I compared the current work with a neurosurgical operation. Here we need maximum accuracy, which does not allow deviations from design standards even by one hundredth of a millimeter. This will be especially important when we approach the planned crossing of the lower tunnel with two metro lines at once, where we will have to perform the most complex and even filigree works. In this regard, conversations and warnings have already begun: they say, let’s lead the underground process more precisely and calmer. Of course, one could do so. But then additional, very large financial costs arise. In addition, we will tighten the process – we will aggravate the already extremely difficult situation with the road traffic in the city.

– When it is planned to carry out the main work?

– In February of the coming year, two tunnels leading to the city and from the city in Leningradka will be ready. And in the summer we will go to the Baltic Street. In the near future, before the New Year, we will hand over the overpass leading from Leningradsky Prospekt to Volokolamskoye Shosse.

I would like to emphasize the role of the media in ensuring work here, although such a statement of the question may seem strange. Some of them with their “sharp”, but at the same time, biased publications constantly create an alarming state among Muscovites, primarily on road construction and social issues. I declare that the Moscow government, despite the crisis and other difficulties, does not reduce the financing of the construction and reconstruction of the city road network, does not reduce the financing of social programs. These are those protected articles of the city budget that are not adjusted in connection with the rationalization of expenditures in the conditions of the global crisis. Of course, we have objective difficulties in execution of the budget. And we will regularly report them to Muscovites through the media that should become our allies in this. It is unacceptable to disturb the people in vain. On the contrary, it is necessary to rally people in order to withstand together the global economic problems that were born not in Russia, but came from abroad.
